Forest Lakes Boulevard Phase III:  from SR 580 to Tampa Road

Location:  Pinellas County, Florida

Client: WSP USA Inc. (on behalf of Pinellas County)

Project Overview

D Squared Infrastructure is providing signing, pavement marking, signalization, and lighting engineering services for the Forest Lakes Boulevard Phase III project, extending from SR 580 (State Street West) to SR 584 (Tampa Road) in Pinellas County. Serving as a subconsultant to WSP USA Inc., D2i supports the delivery of corridor and intersection improvements focused on enhancing safety, traffic operations, and multimodal connectivity along this key roadway.

The project includes full signal reconstruction at major intersections, development of coordinated system and preemption timings, and preparation of construction-ready signing, pavement marking, and lighting plans. Field investigations and coordination with maintaining agencies inform design decisions to ensure compatibility with existing infrastructure and operational requirements.

Key Services

Signing and pavement marking services include evaluation of traffic data, roadway geometry, existing field conditions, and anticipated queues to establish signing and pavement marking requirements throughout the corridor. D2i is developing signing layouts, non-standard sign panels, guide sign data, multi-post sign support calculations and cross sections, quantities, cost estimates, and detailed construction plans.

Signalization services include complete reconstruction of the signals at SR 580 and SR 584, including replacement of the existing span-wire and mast arm systems with new mast arm configurations. D2i is performing traffic and crash data analysis, developing coordinated system and railroad preemption timings, designing overhead street name signs, evaluating pole and foundation elevations, and preparing the associated signalization and interconnect communication design. The new signals will connect to the existing fiber infrastructure along SR 580 and SR 584, with plans incorporating interconnect layouts, mast arm data, splicing diagrams, temporary signalization, and temporary detection.

Roadway lighting design encompasses the SR 580 and SR 584 intersections as well as two mid-block crosswalks. D2i is preparing the Lighting Design Analysis Report, photometric and power design, voltage drop calculations, lighting equipment and load center evaluations, pole and fixture layouts, quantities, and cost estimates. The design also addresses vertical illumination requirements at the mid-block crossings and incorporates field verification of existing equipment, clearances, and structural conditions.

Across all disciplines, D2i is providing field reviews, agency coordination, construction cost estimating at major design milestones, QA/QC, technical documentation, and preparation of coordinated design files and final plan sheets.
